The bridge needed maintenance, the man in the blue overall was testing the bridge and lubricating the hinges. At the left you can see the control machine.
I don't know what my camera was doing, but the last photo looks suddenly rather dramatic!

That's quite the operation. They must do the lubrication a few times a year so the hinges don't get rusty.
